[MC-167377] Piglin/hoglin spawn eggs and zombie and variant spawn eggs occasionally spawn baby zombies on their own accord

When used against a block, zombie spawn eggs have a chance to spawn baby zombies instead of adult zombies. Per MC-135098 this should probably not happen, especially since MC-2871 has finally been fixed.
