The bug
It appears throwing an ender pearl into a Nether or End portal often has no effect. Previously it would teleport the player (though also unreliably, see MC-86850).
Also note that often the ender pearl just goes through the portal (which did not happen that often previously?), therefore place multiple portals behind each other.
How to reproduce
Place multiple Nether portals behind each other
/fill ~1 ~ ~1 ~11 ~4 ~4 obsidian
/fill ~1 ~1 ~2 ~11 ~3 ~3 air
/fill ~1 ~1 ~2 ~11 ~1 ~2 fire
Enter them and then return (to make sure the other dimension is loaded)
Throw an ender pearl into them
❌ Nothing happens, the ender pearl neither teleports you in the current, nor in the target dimension; it just disappears
Note: You might see endermite in the target dimension.

Likely a dupe of MC-173792, even though that's about end portals.

Or maybe not.

Just use a trap door to get in laying position, and enter the portal 🙂

Can confirm in 1.18.2 and 22w19a. I'm pretty sure this issue occurs due to ender pearls losing their player ownership when exiting portals, therefore making this ticket related to MC-50319.

Those are related, but those are not duplicates. If you throw enderpearl in nether and enter overworld, Pearl won't teleport you back to nether even when you chunkload the nether. So there are two reasons of not teleporting player cross-dimensional.
Can confirm in 1.19. Identical behavior can be seen when throwing ender pearls into the end portal, so I think it would be worth updating this ticket to mention this as well.
