If one is to place glass, glowstone or other such glass-like blocks in version 1.8.9 or earlier, it can be noted that their placement results in a slightly higher pitched sound than the placement of stone and stone-like blocks - they specifically used the "step" sounds for being placed rather than the usual stone placement sounds. However, this distinction appears to be gone in 1.9 and later versions (likely 15w45a to be specific, although later updates to asset storage have caused it to retroactively apply to all 1.9 snapshots).
As this change went completely unnanounced I am strongly inclined to consider it unintentional.
This was previously reported as part of, or merged into, another large ticket compiling a large amount of sound issues, which was later resolved as being a feature request. It doesn't appear particularly fair to dismiss this issue on such grounds though as the tracker doesn't hold itself to such standards (compiling large amounts of loosely associated issues into one large ticket) any longer, and each constituent issue should be given a fair trial individually.

Can confirm. Placing glass uses the exact same sound as placing stone, while placing glass used to have a different sound in 1.8.9. I have attached 2 videos for comparison.
