The bug
The fishing rod texture while in the player's hand always appears as if the bobber has been thrown, even if the bobber has not been thrown or has been retracted. The texture is correct if the rod is not in the player's hand in the hotbar or inventory. It's the same in both creative and survival.
How to reproduce
Get a fishing rod and place it in the hotbar
Scroll to select it on the hotbar

If i put it into the hotbar, it looks like its been casted, but if I put It in my inventory, then it does not look like its been casted

Blocked from testing in 21w11a, by MC-219849, as right now it looks like it actually never switches the texture to begin with.
An attachment with a disallowed file extension has been removed from this ticket.
Executable files and documents are not allowed as attachments.

Can confirm. After being thrown the fisrt time, the texture shown on the player's hand never changes back, even if you get a new fishing rod.
