The Bug:
Rain and snow are not affected by the fog from powder snow when using the "Fabulous!" graphic setting.
Steps to Reproduce:
Navigate to your video settings and ensure that your graphics setting is set to "Fabulous!".
Summon a large area of powder snow by using the command provided below.
/fill ~ ~ ~ ~5 ~5 ~5 minecraft:powder_snow
Stand inside of the powder snow and set the weather to "rain".
Observe your surroundings while paying close attention to the precipitation.
Take note as to whether or not rain and snow are affected by the fog from powder snow when using the "Fabulous!" graphic setting.
Observed Behavior:
Rain and snow are not affected by the fog from powder snow when using the "Fabulous!" graphic setting.
Expected Behavior:
Rain and snow would be affected by the fog from powder snow when using the "Fabulous!" graphic setting.

Mask3D_Wolf, this is somewhat true. As stated in MC-205442, rain & snow appears under powder snow however, it's described as "ghost precipitation", as you are unable to use a riptide trident. It does pass through the snow however, it kind of doesn't. Quite strange to be honest.
This is also a vanilla parity issue, as in bedrock the rain does not pass inside the snow.

It's also not affected by the fog in powder snow.
