[MC-244162] Red and brown mushrooms no longer generate in caves

The Bug

Red and brown mushrooms no longer generate in caves.
Also, red mushrooms are not supposed to be in the mushroom biome, and generally mushrooms are rare in the world compared to older versions like 1.5.2.

Expected Result

They would still generate in caves like in 1.17

Observed Result

They don't generate in the caves anymore
