The bug
When a block which can be destroyed via a flowing liquid, such as grass, torches or flowers, is destroyed by a fluid, absolutely no sound is produced, nor are any breaking particles shown. Contrast this with breaking those blocks directly, via removing a supporting block, or by placing the fluid source directly inside of that block: in all those cases, particles and a breaking sound are produced, as one would expect.
How to reproduce
Place down a non-solid block which is destroyed by fluids (ex. levers)
Place down water or lava in the same block space the block is in
→ You will see breaking particles and hear the breaking soundPlace another non-solid block which is destroyed by fluids next to the fluid source
→ You will see that the block is destroyed but there are not breaking particles nor a breaking sound
Expected behavior
The expected behavior would be that breaking particles and sounds would always be produced; see MC-122251.

You are not reading this bug correctly. The bug is that particles and a breaking sound results from placing water or lava in the same block as the non-solid block that is destroyed by water.
That is how Grum decided to fix MC-18342. It is not up to either of us to decide what is intended, only Mojang.

This bug is definitely not intended since fluids flowing into the non-solid block that is destroyed by fluids results in no sound effect and no particles.
This bug is when you place fluids in the same block space as a not-block that is destroyed by water besides air, a break sound, and particles result.
Intended. The fix of MC-18342.
