[MC-280104] Cactus flower cannot be placed in a flower pot

The bug

Cactus flowers cannot be placed in flower pots. This is inconsistent with other one block tall flowers, especially since they can be placed on dirt-like blocks.

How to reproduce

Obtain a cactus flower
Place it in a flower pot

Expected results

That would be possible.

Actual results

It is not, and that is inconsistent.

MC-170833 and MC-214684 were both resolved as Fixed and the subjects were made able to be placed in pots, so why should this be treated any different? This would make cactus flowers the only one block tall flower that can't be placed in a pot, so this is very inconsistent.

@muzikbike Maybe the Cactus Flower's petals are too wide, and it has no stem, causes Cactus Flower cannot place in the flower pot...
