[MC-33109] scrolling with mouse wheel in server list is unresponsive

go to the server menu, and if you have a lot of servers, try scrolling with your mouse wheel. it barely moves. i tested on 1.6.4 with no problems, but a couple snapshots ago, this started happening.

Disappointed to see this carried through all the snapshots, then into the final release. This is a really annoying bug.
