In dry biomes such as the desert, mobs that burn in the sunlight will catch on fire even if it is overcast (when it would be raining or snowing in a different biome. Sometimes the fire stops, then starts up again shortly after.
1. Enter a dry biome such as a desert
2. type /weather rain
3. Spawn a zombie, skeleton etc.

Are you sure this is a bug? It would have had to be programed in that there is a difference in behavior between different biomes.
I think they burn as the rain isnt there to put the daylight burning mobs out. This has been around for a while i think
Is this still a concern in the current Minecraft version 1.7.9 / Launcher version 1.3.11 or later? If so, please update the affected versions in order to best aid Mojang ensuring bugs are still valid in the latest releases/pre-releases.
