When I was going to LAN, I found a village with a Torch Post and I found a dropped torch and missing torch on the black wool.

Torches in mineshafts generate often dropped or without a supporting block. Most of the torches which are at valid places are attached to the naturally generated block which remained (for example stone), only a few are attached to wooden planks.

This is Classic Flat and sorry I'm not good at telling coordinates. Please set Render Distance to 16, you'll find a village that may spawn with dropped torches on the light post.
Looks like something may have been missed, even though most cases were fixed. Reproduced using the seed and coordinates provided by @unknown, though it appears that it only happens to that one particular torch in the whole village. It's not on a chunk boundary, and the other "lamppost" structures have all their torches, so I can't even guess at the cause.
I think this issue will be fixed when villages and strongholds were converted into the /assets/structures file.
