When experience orbs are being spawned they often get stuck in non regular blocks that got "special" shapes (for example extended pistons, hoppers, stairs, anvils, cauldrons, fences and so on)
Lately there have been introduced more and more blocks with special shapes. These can have uses that are good for the gameplay, like for example if you want to store a small chicken in a cauldron, but they can also be a huge annoyance when XP orbs get stuck in them with no way of getting out to the player.
It is hard to make simple steps to replicate it just like that, since it seems to be a bit of a random factor in what XP gets stuck and what doesn't, but it happens so often that it is hard to deny it happening. An example of something that would produce this behavior very often is for example if you have something like a spider trap with staired walkways, pistons for crushers, gates to let spiders in, fences to stop spiders from getting out, hoppers under them to collect the loot and maybe some waterstreams (Don't know how the waterstreams affect this though).
You will get XP orbs stuck in the space where the extended pistons are, under behind the corners of fences (that they normally should be able to move around when tracking the player), under the edges of hoppers (or maybe in them, I don't know) and everywhere else that you can think of.
I don't know if this is a "bug" in the way a bug is considered, but it is at least not working as [I think] it is intended.
It can be a huge annoyance at least, and it produces a lot of entities locked in contraptions.
Possible ways to solve this and also help them not getting stuck in general could be:
Better player tracking
XP orbs being able to move through all non solid blocks (Like glass, stairs, slabs and so on)
XP orbs having a smaller hitbox (Making it easier for them to get around corners and out in the open from wherever they are stuck)
XP orbs having an increased random movement in all three dimensions so that they eventually find their way to the player.

I've been having this problem but specifically with grindstones. When I use a grindstone it seems like lots of the time xp orbs arent even generates and lots of the time when they are generated, they approach the player but sorta glitch and never get picked up. Often times they visually approach the player and then look like they start coming back out of the grindstone, so you get orbs continually coming out of the grindstone not able to be picked up. One of the other bug reports mentioned the irregular shapes of some of the new blocks being involved, so just an fyi, my grindstone was above an anvil, but not right above. I have an anvil, then a button on the wall, and then above the button is the grindstone.
Sometimes when the orbs won't be picked up, if I close the save file and reopen it the orbs are then collectible. However it seems like more often now that doesn't solve it, instead when the save loads back up the xp orbs are just gone. So for me the grindstone is not really useful for getting xp right now.
Running snapshot 19w04a on ubuntu 18.04, but I think I started experiencing this bug before this snapshot. It seemed like there was a period when grindstones worked perfectly, but at this point not really at least for me.
I have a guardian farm where I kill them on soul sand in 1.14. It looks like they get stuck right under the hitbox of the soul sand.
So, add soul sand to the list, and it exists in 1.14
One way I think could fix the particular issue with the soul sand is to have them act like normal items (minus being picked up be hoppers) when inside a block
Adding a comment here cause my issueMC-164656 was closed as a duplicate of this (I don't think it quite is). This is also an addition to the problem described in the comment by Paul Ronquillo.
In 1.14.4 (can't make any claims about previous versions), the XP orbs apparently are always emitted in the directions of negative X, which causes them to get stuck when placed against a wall that is facing west. Placing the grindstone anywhere else results in the XP being picked up just fine (at least for me). Have not tested this phenomenon at other coordinates (tested around - 50 / -125). Probably not intended behaviour?
Suspending the grindstone in mid-air seems to work around the issue. It's not a good "fix", but for those who see this problem (which is probably everybody), it does provide a workaround.
Can confirm this is still happening in 1.18 full release and possibly worse or different scenario than described, but I will provide screenshots of what I have experienced. All 3 screenshots show that the xp is being sucked up by hoppers going through blocks (such as bottom slabs, carpets, and trap doors).

Is this still a concern in the current Minecraft version? If so, please update the affected versions in order to best aid Mojang ensuring bugs are still valid in the latest releases/pre-releases. If this has been done, we can reopen the issue.
