Villages can be generated on void, which would normally be impossible.

But i removed villages from my preset, and village regenration seeks for valid spots, wich air/void isnt

Can confirm in 1.19. The provided seed and coordinates as currently mentioned within the description of this ticket no longer demonstrate this issue, so here are some details of where this problem can still be seen in the current latest release.

Because it can spawn in that biome, have generated structures on and you didn't remove villages in your preset, villages simply don't change behaviour in superflatt, that's the intended behaviour
