Villages can generate on void

The bug

Villages can be generated on void, which would normally be impossible.

How to reproduce

Seed: 6518197469803993791
Preset: minecraft:air;1;village
Coordinates: /execute in minecraft:overworld run tp @s 315 -57.00 356 63 35

Because it can spawn in that biome, have generated structures on and you didn't remove villages in your preset, villages simply don't change behaviour in superflatt, that's the intended behaviour

But i removed villages from my preset, and village regenration seeks for valid spots, wich air/void isnt

It works with any kind of seed. But ill post it later today. Just to be sure

i honestly think this shouldn't be fixed. please don't fix it.

Can confirm in 1.19. The provided seed and coordinates as currently mentioned within the description of this ticket no longer demonstrate this issue, so here are some details of where this problem can still be seen in the current latest release.
