When you walk, the left and right arms swing in opposition, when left goes forward, right goes backward etc.
I noticed in the 1.9 snapshots, they both swing the same (part of the "bobbing" effect), so it looks extremely unnatural.
Ideally the animation should be reversed for the offhand.

Not a bug. Think that when the arms go left, it goes back, and when the arms go right, it goes front.
Is this still an issue in the latest snapshot 16w44a? If so please update the affected versions.
