I was told to create another bug report about this issue as MCL-12191 has been fixed. It seems to occur after the launcher update and there have been a few reports on the issue already, both in discord and on IRC.

It seems to be related to the skins functionality and/or the parser code in the skins implementation.
Deleting the launcher_skins.json (worked for one user), and at extension the .minecraft folder (worked for another), fixes the issue. I assume because it removes the file that's causing the issue
Using a pirated/cracked launcher isn't a solution I'm willing to give out to people as those kinds of launchers are illegal and break the Minecraft EULA
Installing TitanLauncher or any other pirated/cracked launcher will cause more problems (including legal ones) than it solves. Don't do it.
@unknown This ticket is about the java edition launcher. You attached a screenshot from Bedrock Edition.

Could not reproduce in the new version, according to Greymagic27 it seems to be fixed.Â

Turning off compatibilty mode seems to have fixed the issue for one person
EDIT: Turning it on for one person worked as well. Not sure what can trigger it yet
EDIT2: Switing on and off compatability mode seems to stop the issue for a short while
