@unknown Yes this does occur in vanilla. I have no behavior packs on, but i did have global resources packs. I have removed all the global resources packs and tested again and it still occurs. Here is the video clip.
[media]When i look at the block and hold my screen to throw the trident, the animation gets weird. When i not able to reach the any block or just looking up, the animation it's correct.

Not fixed in 1.17.0.50 beta. there is a reason of why this bug occur:
Depending of where you are looking and throwing, the item will display a swing animation before the animation of throwing. this can be proved by attacking + throwing a trident. and not only the trident, it also seems to affects bows and crossbows instead.

The animation that is reproduced while in the first person happens the same with the Spyglass, the crossbow and the bow.

Fixed with the fix for MCPE-119702 in 1.17.30.

This also happens with a bow when I hold my finger on nearby blocks, but not when I hold it over the sky or areas without nearby blocks. I still experience this issue.

Reopening as I think I was mistaken when I thought it was fixed. The bug still occurs for me on touch controls when pointing at a block within mining range, similar to how the above comment describes. The game plays the swing animation first and then the loading animation.

It still happens on the latest 1.18 beta

this bug has been fixed at some point in time, might as well close this as resolved
edit: this bug only affects the spyglass, other items listed here no longer play the arm swing when loading/reloading the bow, crossbow, and trident
