[MCPE-12535] Tools duplicating after use of anvil in Creative mode

After using an anvil in Creative mode, the changed tool will be added and the original tool won't be removed as it should be. This doesn't occur in the PC version.

Confirmed, not only happen with anvil, it also happen with enchantment table, and furnace.
