When standing on a cactus no harm is made. To reproduce place a cactus on a sand block and stand on it in Survival mode. Watch video for evidence.

Additionally, items dropped on top of a cactus block do not get destroyed.

Mobs placed on top of cactus blocks also do not take damage.

Confirmed on 0.14.3 / iOS. This not only affects players and mobs. It prevents item entities from being destroyed too.
