Farmer villagers are not harvesting full-grown crops, instead they freeze and stare at the crop. In pictures 2 and 3 two villagers are trying to harvest a grown carrot through a wall.
This bug occured in vanilla minecraft, no mods, add-ons or anything else is used. Mob Griefing option has always been enabled.

Do you use any packs/add-ons in your world?

Do you have the Mob Griefing game rule enabled?

The cause of this issue is that farmers pathfind to crops as if the crop and farmland are located at +1 x, -1 y, +1 z of their actual positions. In other words, when they find a crop on farmland, they check for a path to within a block of the space +1 x, -1 y, +1 z of the crop instead of within a block of the crop itself. It does not matter what block is actually at the spot +1 x, -1 y, +1 z of the crop—it can be solid, air, etc.—as long as they can pathfind adjacent to that spot (even on top of it) then they will, and then they will harvest the actual crop from the offset location, even through a solid corner. If they cannot pathfind adjacent to that spot on dry ground then they will freeze, sometimes while staring at the crop. This is why the freezing happens with them staring at crops on farmland that is to the north or west of walls or water.
This issue has the same underlying cause as MCPE-166440, and it breaks micro crop farms where a farmer is trapped on single piece of farmland and dispensers apply bonemeal to grow the crop.

Temporary workaround is to give them a nudge and they will start harvesting again. Not great for a self-sufficient village but will keep them from not growing their population.

Please update the bug report and state that the bug remains today in Minecraft Bedrock Edition 1.20 versions

Affects 1.20.20.23 Preview

this issue is now also more present when using villagers to plant pitcher pods a temporary fix would be making the pitcher plant bottom have no physical interactivity and can be walked through until a fix for this villager pathfinding is found.
this issue happens when the villager has to path find to a spot from farmland to farmland that has a elevation change between the two spots also gets stuck when occupying the same space as a pitcher pod a temporary partial fix would be that if a villager takes to long to attempt to plant or break a plant its trying to path find to it completes its action so long as it its current pathfinding activity has not been interrupted eg profession change, is submerged, being attacked, scared by zombie, etc etc or alternatively if it takes to long to path find it then attempts to move in a random direction hopefully at some point walking over the obstacle and or issue.
just a suggestion

Request to reopen
Its still there and affects 1.21.80, and it has become worse. The Villager does not move at all.

Please ignore the Request. It was my fault
