Tested on MCPE 0.15.90.1 (0.16.0 Beta build 1 with Aug 29 update) in single player creative.
What happens:
If the player is in creative mode, using the kill command on that player give the message "Killed <player>" but nothing happens to the player.
What I expected to happen:
Either the message should be changed to identify that creative mode players cannot be killed, or the player should die the same as survival

Can confirm, same thing happens. I'll mention that my nick is Maxaxik, I'm in a single player world and I'm not signed in to Xbox Live.
I've updated the ticket a bit. The target player's playermode must be survival for the /kill command to cause the player to die. Thus the bug is better described as the message being wrong when player is in creative mode.
Does anyone know if it's a bug when you kill yourself in creative using /kill but not die and you still get the chat message "Killed [username]" ?
In PC IIRC you die when using /kill in creative. In MCPE you don't. It's quite annoying at times actually.

Does the "won't fix" resolution here mean "won't fix the issue that /kill
doesn't work on creative mode players," or "won't fix the error message, because eventually /kill
is going to be fixed to work on creative mode players"?
I've had a similar issue in 1.18.12 (I know that this report is kinda old) however, it doesn't give the death message. It says "no target matched selector". This bug is only able to be replicated in MCPE as I have tried to replicate it on the switch edition. I experimented a bit more (on pe, of course) and this also works when the person is in survival. I hope that this helps a bit more.
/kill however works though
