Summary:
Skeleton and strays don't shoot arrow underwater,when they holding a bow.
Steps to Reproduce:
Step 1)Spawn a skeleton or stray underwater
Step 2)Be in survival,then swim underwater.
Observed Results:
Skeleton and strays attack using it both hand underwater,even when they hold a bow on it hand.
Expected Results:
Skeleton and strays should be able to shoot out arrow underwater,when they have a bow on it hand.
Notes:
This is a parity issue because in Java Edition skeleton and strays are able to shoot out arrow when they in water or underwater.

Skeletons and Strays will switch from ranged to melee attacks while underwater and switch back when out of water
The intention here was confirmed in MCPE-38762.
Like Picomos said, it's indeed a parity issue but this one would be fixed better if Java edition simply would have the same feature (which never existed there)
The reason why this looks like this is because unlike Java Edition, underwater skeletons do not attempt to attack using bows in Bedrock Edition, and instead try to engage in melee combat. Perhaps the ticket should be about that disparity instead?
