I've made a Blaze Exp Farm with just 1 mob spawner in the nether in survival mode. Before the update, it works well spawning 2-3 blazes every 30 seconds.
After the update, I tried to farm for some exp and noticed that the spawn was ridiculously fast. Now it spawns about 5-6 blazes every 4-5 seconds.
Unfortunately I can't get a screenshot because as soon as I turn off the redstone mechanism that lets the blazes spawn, after about 10-15 seconds when the first 5-6 blazes spawn, when I try to kill them using a sword, the game crashes. I've replicated this issue about 6 times and it crashes every time after the first hit on a blaze.
All in all in about 15 seconds I've got about 15+ blazes in a 1x17x16 wide space.
I also tried exploring the nether fortress where I haven't changed a lot of the terrain. When I entered a chunk where there was a blaze spawner about 30 blocks out from where I was standing, the game initially lagged so bad that I couldn't move.
I also noticed that there were too many Ghasts. Before the update I could explore an area for about 5 mins before 1 Ghast spawns, when I entered the same chunks where the spawner was nearby, I had like 2-3 Ghasts shooting at me.
After restarting the game and switching to peaceful mode. The lag just disappeared.
I also created a sky base where the ground level had a few dark areas enough for mobs to spawn. back then I'd usually have 1-2 mobs lingering about. Now when I tried going down there to kill the mobs, I noticed that after a few seconds, mobs will spawn in groups of 2-3. Fast enough to prevent me from staying too long. I had to light the place underneath the base just to avoid dying from 2-3 creepers every 30 seconds or so.
Update: I'm not sure if the update also included increased spawn rate as before I hardly have any mobs spawn even with a sky mob farm in creative on a flat world the spawner barely works. If the spawn rates have been updated, I think the spawn works ok now, just that it spawns too many mobs at a time.

I think it's something to do with the XP orbs.
As for the lag, that's memory being maxed out. You get that on older devices too. If you quit the game, you get a few minutes (or seconds) before it starts lagging again. But you'll always get this eventually as memory gets used up for entities

That's some pretty good insight. It might be related.
Though I know for a fact it's not the exp orbs that cause it. Because using a sharpness 5 sword on blazes usually takes me 2-3 hits to take them down at full health. The first hit usually crashes the game.
And yeah, I am aware of the capacity of older model phones, that's why i'm replacing mine this christmas. LOL.
But I couldn't blame my phone this time. Because before the update, i could cram like 15 blazes on the farm, suffocate them using redstone and wack them just to get both items and xp. With a little bit of lag of course from the small memory my phone has.
Plus 4-6 blazes in a few seconds... If that were true you could hit max lvl in minutes. Hahaha!
I don't know about the issue with Blazes, but I can confirm that Ghasts spawn constantly now, the frequency was so bad that I had to flee the nether to avoid being overwhelmed. I even found one stuck in a netherrack wall while I was fleeing back to the portal.

Maybe it's not XP😉 That was the best I could come up with but it does seem to be something around killing near a mob spawner. But I can kill one at a time apparently without crashing, it's the 5th or 6th that does it. Then again, I have a newish machine so this could be a memory bug that you hit quicker than me.
Huh. Let's see if tehy can reproduce. Good luck. In the meantime, the Nether is toxic with ghasts (three spawned overlapping each other, trapped by the portal, not a good place to go) and I can't use my XP spawners so I might have to go and build something quietly in the Overworld til we get an update😉
I'd like to add that this doesn't possibly apply or the spawn rate bug doesn't apply to wither skeletons. I've stood around a nether fortress trying to level the whole area to get an effective wither skeleton farm and hoping to get a few of them to spawn so i can get the wither head and eventually kill the wither. But even after several attempts at setting the game mode to peaceful and then hard mode, i guess about a good 10-20 as I have to do this from time to time when the game is badly lagging in the nether...
I have seen a ton of ghasts, zombie pigmen and occasionally blazes. But out of those numerous times, I've only encountered 1 wither. Which is very odd even considering that I'm standing surely within 24-32 blocks from the fortress.
I can confirm this. while playing on Seed 331, I built my base in the middle of the nearby ice plain, during the first night, I was surrounded by a legion of skeletons and strays, a few wearing iron/chain/gold armor, after the morning die off, I would have close to a stack of bones and arrows. Over time, the game's framerate began to drop, presumably from mobs spawning nearby underground. At one point the frame rate dropped to less than 1 fps and the game became unplayable. I was able to fix it by switching the game difficulty to peaceful which caused my framerate to return to normal. Since monsters despawn instantly in peaceful mode, it supports the theory that the spawn rate is out of control.

Blazes spawning seems to be out of control and then the game starts lagging terribly
I'm running on Windows 10 v1.0.2 and I'm seeing this same problem. While in a cavern near a skeleton spawner, I started to experience significant lag and the game stopped rendering properly, only rending the sky and some nearby items. I teleported away and then tried to return, only to experience the same problem as I approached the opening for the cavern. I tried Patrick Rich's suggestion to switch the game to peaceful and I approached and entered the cavern with no lag. Switch it back and the lag returns.
On peaceful I went into the cavern and found two, a skeleton and a zombie spawner, very close to one another. I destroyed them, turned the game back onto normal difficulty, and the lag was gone.
I have this issue on the Windows 10 edition. I have a skeleton spawner set up as an XP and arrow farm. Since the update to 0.16 whenever I go anywhere near it the game starts lagging and then freezes completely. If I back away when I first get the lag everything is fine until I go near again. Having found this bug report I switched in to peaceful mode and was able to move around near the spawner freely. If I then swap back to normal mode the skeletons are spawned faster than I can kill them and over a few minutes the game gets laggier and laggier until it freezes up completely again.
