I think mojang/minecraft added an update that works in the background that stops the game from launching. Basically here's what I understand from the bug:
1) Bug started on Sunday, July 2, 2018. Somebody commented above that backtracking the date of thr app i think or his phone makes the app work.
2) Being online or offline doesn't seem to be the issue. My data was on yesterday but I had no data to use. Not sure how it is for everyone.
3) Seems it have affected a lot of android users.
Same issue happens to me. I have a Samsung A8 and it used to work just the day before. I tried reinstalling the game and checking for phone/software updates and everything is up to date.
Obviously I can't clear cache as that would delete my minecraft worlds. Here's the things i did before the game crashed that might help the devs.
1) Switching to survival and creative mode and teleporting between a few coordinates. Did this about 10 times.
2) The last mode I was in was survival, I used about 5 ender pearls.
3)Saved the game and left it on the world selection screen.
4) The app was still active in the background and I just closed the app via the android's "close all application" button.
5) After trying to open the mcpe app, it just gets stuck at the minecraft logo with the white screen.
6) All troubleshooting steps after this just results to the same white screen.
This bug is definitely irritating. I have the same problem on my Lenovo A536 phone and I've also come to prove that it has to do with feeding animals. In my case, every time I feed Pigs, I lose an enchanted item and they get replaced with the amount of carrots I currently have. Let's say I have about 10 carrots after feeding the pigs, what happens next is an enchanted item from my inventory gets swapped in for exactly 10 carrots.
I've already lost 2 fully enchanted bows, diamond boots and a fully enchanted diamond sword with mending through this. I hope this gets fixed soon.
I'd like to add that this bug also somehow affects a certain chunk and a certain block/xyz coordinate.

I've also found out that when I try to place any block, in my case a jack o' lantern/torch and a nether brick in the same chunk and within 24-32 blocks of where i got bugged, the GUI disappears. But after removing the blocks and going to my phone's home screen and getting back to the mcpe app running in the background the GUI reappears.
It doesn't seem to affect other chunks, I think in this instance either my map got corrupted because it saved the data values/script with the bug, or there's a persistent bug that keeps recurring when placing certain blocks within that area.
So for now... so much for infinite world MCPE. XD I can't work on my base and have to work on other chunks elsewhere, hoping it doesn't crash too. LOL

I'd like to add that this doesn't possibly apply or the spawn rate bug doesn't apply to wither skeletons. I've stood around a nether fortress trying to level the whole area to get an effective wither skeleton farm and hoping to get a few of them to spawn so i can get the wither head and eventually kill the wither. But even after several attempts at setting the game mode to peaceful and then hard mode, i guess about a good 10-20 as I have to do this from time to time when the game is badly lagging in the nether...
I have seen a ton of ghasts, zombie pigmen and occasionally blazes. But out of those numerous times, I've only encountered 1 wither. Which is very odd even considering that I'm standing surely within 24-32 blocks from the fortress.

Even in official released versions, it is a recurring problem even with the 16.2.0 update.

@Liam, yes it does affect MCPE 16.0 even 16.2 which I am currently using.. Mine I believe is with jack o' lanterns instead of cauldrons.

I think I've found the culprit here. I believe it's not to do with the blaze spawners. As this issue hasn't been resolved or updated i don't think the devs have made any effort to fix this issue yet.
The recent mcpe update made a slight difference with the spawn rate i guess. I could hit a few blazes and kill a few now before the game crashes.
The game crashing has a lot to do with the super fast spawn rates that ghasts or possibly other mobs have with the 16.0 update.
I've been walking around the nether looking for a spot to set up my wither skeleton farm. Everytime I walk into an open space, the lag hits so bad that I barely have a few mins to run in between intersections. The reason I think the ghast spawn rate is the culprit, because i can hardly see any other mobs apart from ghasts in the nether. I can see a few pigmen or blazes, but when I try to run into an intersection where nearly the 50x50x50 block radius is open air, I encounter about 6-7 ghasts in the area. Also since it's a known issue that ghasts spawn in almost any block that doesn't even meet the 4x4x4 space criteria.
I could do with a little bit of lag running from one spot to another, but when I was lagging so bad, I had to run into a corner and set the mode to peaceful just to despawn the ghasts.
The reason I also think that ghasts are the culprit is because, right after switching to easy-hard mode. instantly right after I could hear multiple ghast screams.
I fell into a ravine where I got about another 50-75 block radius of open space right beside the pillars for the nether fortress, as soon as i got about 3-4 ghasts in the surrounding area or within the chunk that my device and settings was set to render, it was lagging so bad I had to switch to peaceful mode again.
I hope this helps the devs with getting issues fixed. I can hardly enjoy the game now without being able to play in the nether properly. I could do peaceful mode but that would be like cheating.
@devs btw blaze spawners still spawn too fast. I still get 3-5 of them spawn at a time.

That's some pretty good insight. It might be related.
Though I know for a fact it's not the exp orbs that cause it. Because using a sharpness 5 sword on blazes usually takes me 2-3 hits to take them down at full health. The first hit usually crashes the game.
And yeah, I am aware of the capacity of older model phones, that's why i'm replacing mine this christmas. LOL.
But I couldn't blame my phone this time. Because before the update, i could cram like 15 blazes on the farm, suffocate them using redstone and wack them just to get both items and xp. With a little bit of lag of course from the small memory my phone has.
Plus 4-6 blazes in a few seconds... If that were true you could hit max lvl in minutes. Hahaha!
I followed the steps killerbeenl provided. However I reduced the steps to just this.
1) Clearing the cache and data of google play store.
2) Uninstalled minecraft and reinstalled it.
It works even if i'm connected online. However I woulf recommend not connecting online when the app is run. Also what I did didn't require factory resetting, clearing minecraft cache or data which I know is a pain for all the users.
I think the problem here is that the app tries to connect online to google playstore. In the process of retrieving that data and the app doesn't fully complete the process, it keeps an incomplete connection/data of not connecting to playstore thus ending up getting stuck at the white minecraft screen no matter what we do. Hope this helps the devs resolve the issue. Now back to mining for me. Lol.
