Magma block is much brighter in hand than when placed in the world.
Edit: that may be related to MCPE-7311.
In 1.16 a magma block in the player's hand no longer appears brighter than a magma block placed in the world, probably as a result of an intentional change to make the block item match the placed block. The changelog mentions:
Fixed low light emitting block items not matching the placed block’s brightness
This change could be taken as an indication that the issue described by @unknown above is working as intended.

Updated the summary. The issue is not that magma blocks don't emit light, it's that the block itself does not appear bright. In other words, the block appears at its own light level instead of ignoring that and appearing at maximum light level. For entities appearing at maximum light level can be set by "ignore_lighting": true
in the render controller. There should be a similar setting for blocks.
Reopened this - The block does give off a very low light level of 3, but the block does not look as bright as it should.
