The bug
Even with 100% hotbar opacity, the hotbar is still partially transparent.
Comparison screenshot shows the difference between current behavior and expected behavior at 100% opacity.
This is caused by the elements being drawn with 65% opacity, as defined in the HUD UI file

This is unrelated to Java parity (Java doesn't even have a slider for this). The bug is that the opacity is set to 100%, but the result is not 100% opaque. Screenshots are for comparison.
I don't know it would be console edition. I think there is settings for future transparency i suggest this would be change it better by default to 0% or something.
Iām 100% sure that this is an intentional bedrock edition exclusive feature, and it was originally added in 0.8.0 and improved around 0.13.0 and looks way better and cleaner than fully opaque hotbar, I this feature should come back to the game.
@unknown HUD opacity in video settings change opacity of whole HUD, not just hotbar slot texture, and makes it harder to see items in slots since they are also becoming transparent
@angel96444 Changing the HUD opacity does make the items transparent, but as soon as you change items the hotbar becomes opaque again and fades back to the set transparency. When this was originally reported, there was a separate slider for hotbar opacity. They probably removed the separate hotbar opacity slider because of the fading behavior.
@unknown Yes, and it's weird that it becomes opaque after changing item, and that it affects items in the first place, I think this feature should be reworked or at least they should bring back transparent hotbar, or maybe add a slider that only changes hotbar slots opacity but not whole HUD. I don't get it why people had problems with it in the first place though, like it didn't affect anything except hotbar and looked better imo
