Reopened as this is now confirmed for 1.12.1 in Windows 10. There are two related phenomena:
If a baby zombie is riding an adult mob when the adult falls a sufficient distance, the adult takes fall damage and may die, but the baby survives and appears to take no damage. (The latter may be intentional; I don't know.)
If a baby zombie mounts an adult mob while the latter is falling, the adult will take less damage than it normally would, or possibly no damage (I didn't know a good way to decide which is the case). Again, the baby apparently takes no damage.
I have attached a world to help demonstrate. Note that you may have to wait a long time to reproduce the first phenomenon, because only 5% of zombies spawn as babies, only 15% of those will be jockeys, and some jockeys will fall before they successfully mount an adult. To save time, I saved the world after waiting for the first phenomenon to happen, which left it ready to reproduce the second. The baby in the world rode an adult zombie that fell and died of fall damage. Reproducing the second phenomenon should only take a few seconds.
Steps to reproduce the first phenomenon:
Open the attached world MCPE-31169.mcworld.
Enable mob spawning.
Watching carefully, wait until a baby riding an adult zombie falls.
Expected results:
I'm uncertain whether the baby should be expected to die, though I would expect it to at least take some damage.
Observed results:
The baby apparently takes no damage, as it takes multiple hits to kill it at this time.
Steps to reproduce the second phenomenon:
Open the attached world, MCPE-31169.mcworld.
Enable mob spawning.
With a baby jockey at the bottom, wait for an adult zombie to fall.
Expected results:
The adult zombie dies from the fall. The baby is unchanged.
Observed results:
The adult zombie survives the fall, apparently taking no damage as it takes multiple hits to kill it (even though the fall by itself should have been enough). The baby is riding the adult.
Additional information:
With a jockey riding an adult at the bottom, if you kill the adult the baby will look for/wait for a new one to mount. If you do this repeatedly while watching carefully, you will see that the baby mounts the adult just before it hits bottom. I believe this is when the adult's fall damage gets canceled.
If you're in survival mode, the dismounted baby will try to attack you when it can't find a new adult to mount. While it's attacking, it will not notice new adults falling nearby, but it keeps periodically checking for one and will eventually find one.
Because it takes so long to spawn a falling jockey, I set this world up to spawn zombies as quickly as possible by using command blocks to kill everything else. If the world is modified to allow spiders to spawn and fall, the baby can mount a spider instead of an adult zombie. All the observations about adult zombies apply equally to spiders.

I used to get baby jockey zombies at the bottom of the drop chute in my automatic mob farm, which is how I figured out what was happening as I described it above. It used to be annoying, and I even modified the farm to help me get rid of them when they happened. But it's been quite a long time now since I remember having this problem. I think it's been fixed, in the past year to year-and-a-half.
If anybody is still finding baby zombies where you would have expected them to die of fall damage, please comment about it very soon. Otherwise this ticket will be closed before much longer.

It seems baby zombies can also start riding while falling, which allows them to survive during the fall.
Steps to reproduce:
Load the world:

Activate the command block using the lever for a few seconds.
Observed results:
1 or more adult zombies with baby zombies riding them survived.
Expected results:
The adult zombie dies from the fall. The baby is unchanged.
Confirmed in Windows 10 1.2.10.2 using a repeat command block to summon zombies 40 blocks above the ground. Several baby zombies riding adults survived the fall.
