Description: mobs with a hitbox smaller than a block get stuck in waterlogged blocks, unable to navigate.
How to replicate:
Make a hole in the ground and fill it with water.
fill it with seaplants or other waterloggable blocks (for example; kelp,signs,seagrass)
Spawn a mob with a hitbox smaller than 1 block (for example; cow,silverfish,chicken) inside the hole or push it in.
it won't navigate. (you can even try to lure it towards you by using the corresponding food for an animal or gamemode survival for a hostile mob)
Possible cause: The mob probably just doesn't have any code for actually pathfinding through a waterlogged block.

Most water logged things are still having issues, such as rails, buttons, slabs, etc. And with pretty much all mob types as well.

@silentwisperer noted in his latest bugrock that this is mostly fixed in 1.13 however still seems to affect lecturns.

Confirming a cow standing on a waterlogged lectern cannot move in 1.16.
Seems to apply to all blocks that are > 1/2 block height but < full block height, including lectern, enchanting table, chest, brewing stand, bell, and horizontal grindstone.

This still affects Chests and lecterns in 1.17.0.50 beta
Also affects pointed dripstone.

Can confirm in 1.18.2 iOS.
Fixed for seagrass and kelp 1.11.x, waterlogged signs are still affected
