Can confirm 1.8.0.13. Something similar happens with the player too. The body doesn't closely follow the player's head.
The panda is the one that needs fixing the most, because it can rotate it's head in all directions, not just in the Y and Z axis.
This affects 1.8.0.14 beta as well. The mobs head can spin so much that it almost makes them look like an owl
Confirmed for 1.13.0.6.
The vertical rotation of entity heads not only allow positions straight up or straight down, but can also spin in the correct circumstance.
I can attach a video if necessary.
Would you be able to open a new ticket for this specific issue please? aka.ms/BedrockBug
Sure: MCPE-54387.
Updating ticket description and title to reflect the more general issue here, that mobs heads rotate too much, instead of moving their body as well when trying to face or look at the player.
