When the lingering potion pours on the ground it does not disappear after you leave the game and does not give any effect.
Update by: @unknown
Turning on the day / night cycle (command: /gamerule dodaylightcycle true) seem to fix this problem for some users.

so is there no solution for now?
I am currently having the same issue. These clouds are all over my floor and they haven't gone away in the past 3 hours.
I have the same issue on a map i have been working on for a month and now i cant use it
However, as stated above, the ender dragon attacks and fireball mechanics have been fixed in the 1.11.0.1 beta. Is this still happening for you?
Still affects 1.11.4 Release
Thought my behavior pack was bugged, but found this for the first google result, my map needs dodaylightcycle to be false unfortunately.

You can get rid of the by using /kill @e[type=area_effect_cloud] probably your best bet for the time being:/
affects 1.13.0.1
affects 1.13.0.6
I used the particle command, and I can't get it to go away sadly.
Very similar to MCPE-39398 which is regarding the Ender Dragon's fireball and breath attacks, but we can track this separately. The AOE cloud particles from splash lingering potions do not spread correctly, instead they stay in a small pillar or cluster. They also have no effect on the player.
