Players that jumps into water will hear the old water splash sound and not use the new splash sounds.
Notes: A fix was attempted and the new sounds were added, but in the wrong folder.

Probably a specification.
It's too slow to fix, and I think the Legacy Console Edition used the old splash sound.
Bedrock Edition is close to Legacy Console Edition (with some parity), so it may be a specification.
If there is a difference in vanilla parity, we recommend that you send it as feedback.
If it is a bug, I hope it will be fixed as soon as possible.
@unknown But it's intended to play old sound, it's iconic and sounds better than new one, what's the problem??
@angel96444 The current water splash sounds in Bedrock edition are outdated compared to Java edition. Mojang attempted to fix this bug by adding the new sounds, but the underwater entering and exiting sounds were playing instead of the splash sounds.
Java's splash sound is way too quiet to the point that it's not audible even on maximum volume, even swimming sound is louder than splash sound and this is obviously not how it supposed to be, I think perfect way to fix this is to combine Bedrock's splash sound with the Java's one, in that way sound not only will sound much more realistic (because this is how it sounds in real life) but also it will be same iconic sound, but a little bit enhanced, this is the best way to fix splash sound imo.
Confirmed on all platforms
