Im not sure if this still happens in 0.12.1 but if I remember correctly, this happens if you fall down and also if you descend (fly down) to the ground.
Try looking at it like this: The fall damage sound was first implemented in survival mode on PC minecraft because if you fall in real life, you get hurt and some of your bones may break. But in creative mode, you have godmode and you cant die. That means you cant get hurt, which means your bones cant crack, so this is definately not how its supposed to be.

The falling sound plays multiple times when falling from a height you normally take damage from, while flying in creative. But it doesn't make the cracking bones sound.
