Ender pearls are no longer linked to a player who logs off and rejoins a realm, or saves to main menu, and restart the world.

In Java, the devs recently fixed the bug in a snapshot. I wasn't aware of the bug until the video. When a player logs out and back on, they won't be teleported when the ender pearl lands.
Ok, I understand now that I looked up the Java bug you're talking about (which is MC-138465). However, that bug wasn't what you're saying it was. The report very carefully explains that "reload" in that context means the player moves away, causing the chunk the pearl is in to be unloaded (or equivalently, and probably more what the reporter was trying to say, the player throws the pearl into an unloaded chunk) and then moves toward the pearl, reloading the chunk. It was not at all about leaving and re-entering the world.
The equivalent in Bedrock to that bug would be the same thing, throwing a pearl into an unloaded chunk (except that in Bedrock it's more accurate to call it an unticked chunk). If Bedrock has the same problem, you can update the summary and description to describe it more accurately and we can proceed. But to be honest, I don't think Bedrock has that bug.
I created an ender pearl holding chamber using a honey block, a bubble column, and a piston. Whenever I leave a world and reenter and activate the contraption, it doesn't teleport me to it. This bug really needs fixed.
I also created a teleportion machine with enderpearls and it didn't work always. So maybe this bug is the reason for this.

Follow all signs. Here is the signs you have to follow in order:
Pull the lever that is attached to a command block.
You will get an ender pearl and get teleported to the precise angle and position.
Throw the ender pearl at that precise angle and position, then save and quit.
After reloading the test world, activate the cherry button that is on the oak planks.
This still occurs in 1.21.70
Even when using a behavior pack to make the ender pearls not despawn, they will forget their owner when the world is reloaded.
Ender pearls have never been linked to a player, that's a misunderstanding. Please explain what you mean in terms of what you did, what happened, and what you expected to happen.
