This was forgotten when adding White Dye.
Steps to reproduce:
Put white tulip in the crafting grid
Get light gray dye, instead of the expected white dye

This is not an issue. White lilies have always given light gray dye and always will. In order to get white dye, use bone meal or lillies of the valley.
It is an issue, they have always given light gray dye because white dye did not exist, now that it does exist there is no reason it doesn't give white dye. Saying "always will" is not a reason.
White dye was added in the village and pillage update, not world of color. And they could've forgotten.

According to the wiki this is correct. You have to use Lily of the Valley or bone meal to make white dye (or just use bone meal directly).
