Water is not transparent in swamp biome

The water texture in the swamp biome is not transparent and does not match the texture of the Java edition swamp water.

Technically it's transparent, but it's WAY less transparent than it is in Java.

I agree that the water should be more transparent. This looks like a parity request so the team might make the water look like java in the future soon.

This issue was briefly fixed in 1.21.40, but it has returned in 1.21.60.24. Setting "surface_opacity" to 0.65 in the swampland and swampland_mutated client_biome files will fix the issue.
