Having this issue too recently. Not sure if related, but I had also been using zombie villagers to infect other villagers, but recently the zombie villager will kill the villager instead of just infecting it
Just done some testing of this on Bedrock 1.16.1 creative and survival, both local and on a realm, and can confirm that a villager who has never had a job, once converted to a zombie WILL NOT get into minecart. If the villager has ever linked to a job site (doesn't have to be traded with/locked in) then the converted zombie will get into a minecart as expected.
Just to add some further detail, it appears that merely having them have a profession at some point is not sufficient, they need to be a profession at the point of conversion in order to get into a minecart. An unemployed villager will not enter a cart under any circumstance once converted to a zombie, even if they have previously had a job and subsequently lost it due to moving X amount of blocks away or profession block being removed.
To fix this issue, trade with the villager before infecting. If they have experience they will not pop out of boats /minecarts.
I am able to fix this issue by having a spare workstation around, so that the villager has a profession before being zombified. If I don't let the villager link to a workstation, sometimes it's still able to enter a minecart, but sometimes it can't.
To add some clarity on this, If the villager has no profession and is converted it will be unable to get in minecarts and boats. If it has a profession (either from spawning with one or linking) it will pop out but can still get in them. If you place a block above or to the side they will reenter the cart immediately; but they need a profession or they can't enter carts. Trading with them or having an actual workbench doesn't matter, they just need a job. Nor does multiplayer, you can recreate this if you follow all the steps.
As of the last hotfix, it seems this bug is back. A couple of days ago, this was not an issue but tonight I was processing a villager and, once he was turned in to a zombie, I could not get him in a minecart at all. The minecart would bounce off of him if it was pushed in to him.
