Waterlogged blocks have no hitbox when eye level is in same block

When the player eye level is in a waterlogged block, its hitbox will be ignored as if the waterlogged block was not there. This affects all waterlogged blocks.

Note: repro steps simplified for clarity. The bug remains the same.

Steps to reproduce

  1. Place a line of blocks, then one glass pane.

  2. Waterlog the glass pane.

  3. Stand with your eye level in the glass pane. Surround yourself with more glass panes so that you don't flow away. (see setup_82200.png)

  4. /effect @p water_breathing 1000

  5. /give @p netherite_shovel (or whatever tool breaks the line of blocks the fastest)

  6. Attempt to break the waterlogged glass pane while facing the line of blocks.

In Survival mode, the blocks behind will be broken, while the glass pane remains untouched.

In Creative mode, the blocks behind will be broken first, followed by the glass pane itself.

If the player has an empty bucket in-hand, they can use the block (like pressing a button, or opening a fence gate or door) even though the block select box doesn't appear; however, the block can't be broken this way.

Happens on IOS with fences, walls, and trapdoors too. You’ll only break the block behind said hitbox block unless positioned in a specific way. 

I can no longer reproduce the bug that this ticket originally reported. However, it appears that a separate - but related issue MCPE-152473 got conflated with this one at some point; causing any future instances to erroneously be forwarded as duplicates of this report.

This ticket was designated to track an issue where the hitbox of a waterlogged partial blocks would not register under certain circumstances - allowing the user to interact with all other blocks behind said block. Both BDS-16334 and MCPE-124292 alongside the repro steps provided here in addition to the attached video with the sign, were examples of the behavior - which has since seemingly been fixed.

MCPE-152473 is however, still an issue in the latest release; and involves allowing the user being able to interact with any blocks behind a waterlogged block as long as there is an adjacent partial waterlogged block.
