The savanna village seams to be inactive after first visiting the desert village that is active.
Steps to reproduce
Create a world using seed -1895718293
Fly up.
Continue flying in the direction ahead of you.
You will find a desert village that is active.
Use a compass to return to your spawn point.
Fly towards the savanna biome and follow the mountain (continuing forward) The river also leads to the village we are looking for, so follow either.
You will find a savanna village that is inactive.

Confirmed on Samsung Galaxy Note 3. Android 5.0

I have had the same issue on a Samsung Galaxy S5 running Android 5.0. This is still happening on MCPE version 0.11.1. Some seeds appear to populate villagers while others are just the village as a ghost town.

I am finding villagers in villages that are farther away from the spawn area but not in villages that are very close to the spawn area. Example Seed: 228529541. Spawn with empty village in front of you. Find the path facing south beside the library house and travel directly south from it until you hit another village and there will be villagers.

This also happened to me too on IOS 0.11.0. There were no villagers in the village houses. Please fix this immediately.

Same thing happened to me android 4.4.4 Huawei Ascend.

i'm tried with seed trolol on old world and there is a desert village,but where are villagers.Also I was tried with seed pingas,on the old world and in village is only 3-4 villagers.but on another seed there are only two villagers farmer and cleric

Confirmed to effect 0.11.0, 0.11.1 & 0.12.1 on iPhone 6 Plus (iOS 9.0.1). Users confirm for Windows 10 Edition 0.12.0, 0.12.0.1 & 0.12.1.

Yes There Is Absolutely none in the Village

@unknown Was your world created around 0.12.0 or before 0.12.1? Making a new world in 0.12.3 and finding a village might fix the problem. Correct me if I'm wrong.

This is still an issue in 12.3. I found a cluster of 4 villages, not a single one was inhabited, but then some do have people, but its pretty random.

Is this still occuring in the 0.13.0 beta? Please reply if it is

I found a village in 0.13.0 that did have people, but shortly became a ghost town, maybe they were killed by hostile mobs? I can't really say much since this was the first village I've seen in 0.13.0.

This bug is not for if they disappeared. This bug is the villagers not spawning at all.

Found an abandoned village in 12.2. Less than a day's walk from spawn point. Before I discovered the village I had killed a couple of zombie villagers. I wonder if they originated in this village but the village was wiped out?

Yes, I was using the exact same seed.

@unknown Try it again but 0.15.1. Follow the steps provided in the description. Go to the desert village first, then go to the savanna village. The savanna village will be inactive.

I found a village in 0.15.0.0 that had no villagers to begin with.

When connected to a WIN10 local server with Android 0.15.4, a village was loaded with villagers spawning a certain level in the sky. I'm thinking abandoned villages are ones that are too low for the villagers to survive the fall.

Same problem on PC - Windows 10, 0.15.7.
Attaching a map (EmptyVillages.png) for the world with seed 818010429. The green marker is very close to the spawn point. White circle shows a village that has villagers, red circles are approximate locations of villages that don't contain any villagers. The maps are all at scale 1:8, and they also suffer from MCPE-13187, so up isn't north.

I have experienced this in Windows 10 edition 1.0.2 and 1.0.3 in peaceful survival game. Villages that I previously visited are suddenly empty (possibly due to MCPE-8002). But also new villages I discover while exploring maps seem to generate with no villagers at all. Very eerie to have all of these vacant ghost villages. Hopefully when the issue finally gets fixed, all of these empty villages will spawn new villagers as it would be incredibly tedious to have to ship at least two villagers to every single village myself.
I can't reproduce this in 1.0.4.1.
This was happening in 1.0.4.0 when I spawned near a village, (seed: FINAL) no villagers would appear within that village.
But when I re-created that world in 1.0.4.1, villagers DID appear and every single village I came across also had villagers as well.
I don't know what to make of this. This could be an on-off issue that has a random chance of occuring, or maybe worlds with newer villages from 1.0.4.1 have this bug resolved.
I also tried using the seed from the description, the savannah village did spawn with villagers.

Resolving as fixed as of 1.0.4.11.
