The savanna village seams to be inactive after first visiting the desert village that is active.
Steps to reproduce
Create a world using seed -1895718293
Fly up.
Continue flying in the direction ahead of you.
You will find a desert village that is active.
Use a compass to return to your spawn point.
Fly towards the savanna biome and follow the mountain (continuing forward) The river also leads to the village we are looking for, so follow either.
You will find a savanna village that is inactive.

I have had the same issue on a Samsung Galaxy S5 running Android 5.0. This is still happening on MCPE version 0.11.1. Some seeds appear to populate villagers while others are just the village as a ghost town.
Somewhat confirmed on Samsung Galaxy S4 Android 5.0.1 MCPE 0.11.1
I am finding villagers in villages that are farther away from the spawn area but not in villages that are very close to the spawn area. Example Seed: 228529541. Spawn with empty village in front of you. Find the path facing south beside the library house and travel directly south from it until you hit another village and there will be villagers.
This also happened to me too on IOS 0.11.0. There were no villagers in the village houses. Please fix this immediately.
Same problem on PC - Windows 10, 0.15.7.
Attaching a map (EmptyVillages.png) for the world with seed 818010429. The green marker is very close to the spawn point. White circle shows a village that has villagers, red circles are approximate locations of villages that don't contain any villagers. The maps are all at scale 1:8, and they also suffer from MCPE-13187, so up isn't north.
I have experienced this in Windows 10 edition 1.0.2 and 1.0.3 in peaceful survival game. Villages that I previously visited are suddenly empty (possibly due to MCPE-8002). But also new villages I discover while exploring maps seem to generate with no villagers at all. Very eerie to have all of these vacant ghost villages. Hopefully when the issue finally gets fixed, all of these empty villages will spawn new villagers as it would be incredibly tedious to have to ship at least two villagers to every single village myself.
I can't reproduce this in 1.0.4.1.
This was happening in 1.0.4.0 when I spawned near a village, (seed: FINAL) no villagers would appear within that village.
But when I re-created that world in 1.0.4.1, villagers DID appear and every single village I came across also had villagers as well.
I don't know what to make of this. This could be an on-off issue that has a random chance of occuring, or maybe worlds with newer villages from 1.0.4.1 have this bug resolved.
Confirmed on Samsung Galaxy Note 3. Android 5.0
