I had a drowned farm set up a few months ago, and tridents were dropping like crazy. I quit playing to wait for the update. Now the Nether update is here, and I have started a Realm with my friends. We have a zombie spawner set up the EXACT same way as the previous world, but even after two days of non-stop grinding, not a SINGLE trident has dropped.
Additionally, Iron Swords and Iron armor doesn't drop nearly as often as it did. The most common drops now are Gold bars, Gold Armor, and Rotten Flesh.
We tried to get tridents the natural way as our world spawn is near the ocean. After a week of that, we only got 2 tridents.

As additional explanation, it so happens that this week I got 2 tridents "the natural way" without even trying, from drowned I killed with a sword while hunting squid. So it would seem to be working correctly. Presumably, you only got 2 in a week because you were killing them mostly with a trident or crossbow instead of a melee weapon.
Drowned do not spawn with armor or swords, so they can only drop these if they've picked them up. This isn't subject to probabilistic analysis, so basically, the number of them they drop is unpredictable and can be any number. To demonstrate a bug like this, you would have to record for every drowned what gear it had equipped or was holding before you killed it and which of that gear it dropped, and you'd have to do it for several hundred drowned. You could then calculated the expected number of dropped items (not just armor and swords) and report a bug if there was a discrepancy.
I believe all the issues you raised have been explained, so I am resolving this report as Cannot Reproduce.
We only use a sword with Max Looting on the drowned farm and NO tridents have been dropped. Once again, before the update, we had a farm set up the EXACT same way, and tridents were dropping. We also have a spawn point near the ocean and purposely set out to get tridents, and only got two.
Now, our farm is set up with Zombies, and it's possible then that the Zombies aren't converting to Drowned with tridents, which is problematic as we have gotten fishing poles from the Converted Zombie to Drowned. I know there have been other tickets saying essentially the same. Like MCPE-91884 Which specifically states that the Converted Drowned are not dropping Tridents, which is exactly my problem.
That ticket was listed as 'resolved' with a JAVA ticket given as the resolution. :/ Please fix this.
Please explain what "Max Looting" means. Originally you wrote "Looting IV", which is only obtainable by commands and is not an option in vanilla gameplay. If you're using a Looting level greater than III, that is unsupported and you get whatever you get; it's essentially an exploit and Mojang has no duty to make it work the way you'd like it to.
If by "Max Looting" you mean "Looting III", resolving MCPE-91884 as Working As Intended because Java report MC-128702 was earlier closed with the same reason is what Mojang has instructed us to do, and it's inevitable if Java parity is to be maintained. We cannot send a bug report to the developers that would request them to introduce a new disparity with Java; that would be summarily rejected. If you feel that this behavior is as much a problem for Java as it is for Bedrock, that's certainly something Mojang will consider, but it's a feature request, not a bug, and you should submit it to the Feedback site.
I have to apologize, I did not notice your original statement that your drowned farm is built from a zombie spawner. Drowned that convert from zombies do not carry tridents, and therefore in 1.16 they can no longer drop tridents. That was an intentional change—see MCPE-79226. You will need to hunt or farm naturally-spawned drowned get tridents.
In the future, if you already know about a Working As Intended ticket, please do not create a new one to try to challenge it. Drowned no longer drop tridents unless they are holding them. This is intentional, as the previous behavior was a bug. See MCPE-32731.
You also must kill monsters with mele attacks for them to drop equipped items. This issue has be reported as a bug and is tracked at MCPE-44408.
Aside from these issues, I cannot reproduce any problem with drowned loot tables.
