This is probably due to the same reason why you can’t modify player data with the /data command
This bug report is invalid. Please make a bedrock edition bug report, this is the java edition bug report page, you can do this at https://bugs.mojang.com/projects/MCPE/issues
You don't need to make a new bug report for the same bug after each snapshot, the developers will fix it when they have time to do so and the old bug report will get updated for each version.

Deciding the map color based on how transparent a texture is is very arbitrary and can very easily change. It would be more ideal if there was just some consistency that was stuck to.
