Hooray!! Looks like 1.21.100 finally fixed this! My world went from taking 2+ minutes to save to 7 seconds! Please comment if your world was in the actual unplayable state, or giving the “cloud sync failed due to quota” message, if it is now working. If so, I'll edit this report as resolved (if I can).

Hi Abigail, this sounds very similar to what I’m experiencing! For me, the game still works and I can still play on all but one world. The problem world, however, takes eons to save when exiting. This is after I tried the “upload to realm-delete local world-redownload from realm” fix that many have mentioned about this issue. Before that, it was giving me a “cloud sync failed due to quota” error message. I've made a bug report on it here - MCPE-217104 I believe Mojang is aware of this issue, as they solved an extremely similar sounding bug in the Minecraft Preview edition - MCPE-197900 Now we unfortunately have to wait for the next Bedrock release version to see if they fixed it! I'll also add that I reached out to support and they eventually confirmed that there is no permanent solution for this bug on our end, so we'll just have to wait.
@Robert Hi Robert, that is the most comprehensive and easily followable version of the fix I have seen! Excellent write up. I will note, perhaps anecdotally, that this did not work for me, at least not permanently. It does indeed fix the problem, but only temporarily. The cloud save bug still occurs, and will eventually grow your world’s cloud save size to an unmanageable level, at which point the game begins re-issuing the “local save successful but cloud sync failed due to quota” message. But for someone who wants to use the free trial of realms to get temporary access to their world (until this bug gets fixed), this is a great help!

That is good enough for me, confirmation that at least someone on the dev team is aware of this issue! Thanks Camilla!
Small update: I've been in contact with Minecraft support for some time now. The first two thirds of the email chain are just basic troubleshooting advice (all of which I had already tried), but eventually the issue was escalated to Camilla, who recognized the issue and said this,
“Now, it looks like you're actually encountering a known issue which is affecting some players. The development team is currently working on a resolution that should mitigate the issue as soon as possible.”
Whether this is just a cookie cutter response, I cannot tell. I followed up (and had already listed multiple times in previous responses) by asking if she could confirm whether the dev team is aware of this bug report, or if the bug report that @G Real shared above (MCPE-197900) is the same issue, since that one had been resolved on the preview edition.

New update to fully make Minecraft on series X/S “upgraded”. Just verified the update did NOT fix the issue.
New update 1.21.92 changelog doesn't indicate any fix for this issue.
G Real yeah I was looking there, I just hoped that the fix would be included in the chase the skies release as well. Looks like we'll have to wait a big longer, but it's encouraging to know that they know it's an issue!
Just confirmed it's not fixed. I haven't played my main world in a long time, last time I played it I had done the Realms temporary fix, so it was syncing, just very slowly (2 mins for cloud sync). I just played for a few minutes, (vibrant visuals look pretty cool!) and left the game. Took about 1 minute to sync, so maybe they switched something up, or it's just that I haven't played in a long time. But still seems to be an issue overall.
I am at work and won't be able to test it any time soon, but the changelog doesn't seem to indicate any fixes for this or other similar issues (including the issue they referenced in the Beta and Preview edition changelog). Not sure if it's fixed.
Hey guys, just saw a preview edition changelog, I think one of the fixes is for this issue! Not sure yet, we'll have to see when the Chase the Skies update drops to see if it applies to bedrock edition itself! Fingers crossed
@Shane Cardwell yup, I did the same, use the realm to upload and locally delete the world, then redownload it. Problem is that this is a temporary fix, as some others have noted. The issue reoccurs eventually. It seems really scummy that the bug is one that Mojang/MS can profit off by not fixing. Hopefully they do fix it, because I really don't want to pay for a realm just to use as backup storage.
I'm on Xbox Series X, am having the same issue. And when I do save and quit, it takes up to 2 minutes (I timed it) to save and sync to the cloud. I've also been having issues saying it can't sync to the cloud due to quota.
I should add that I only get the cloud sync error when I'm exiting my ~600Mb, forever world. Any other world works fine and syncs without issue.
The delete button doesn’t even exist without Multiselect enabled. There isn’t a button to click. I’ll try enabling/disabling it and see if there’s any change when I am home.

Feanix and Kamala, that's interesting. Sounds like there are still some issues to iron out. Like I said, my world loads perfectly fine now. I suppose it's possible the upload to realm - delete local copy - redownload world solution May actually be more helpful now, as it can get the world out of that cloud sync error state. I had gone through those steps before, so my world wasn't in the cloud sync error state, but it was taking multiple minutes to save and upload to the cloud, indicating it was still exponentially growing in save size. Now it seems to be working fine.
