This is a very severe, long-standing issue that has not been fixed yet. Why is this not assigned?
As I said when I posted this bug, I think this issue, while it does need to be fixed, actually improves the "biodiverse" effect of the biome and helps with the lighting quite a bit. The environment is a bit dark on the lower levels and glow bushes would be an elegant way to improve the biome.
As bugsbugsbugs says, this is not a duplicate and is not resolved. You do not need to be centered on the block for this issue to occur and there are no other blocks this bug effects except dripleaf. MC-1133 does not apply to dripleafs at all, as they appear to have been coded to droop when any part of the bottom of your hitbox is inside the top of theirs.
@bugsbugsbugs this does not duplicate MC-1133, as you do not need to center your hitbox inside the block to activate this. The only thing that is required is that any part of the bottom of your hitbox be inside the top part of the block.
It appears custom world generation is removed entirely when uploading world to realms.
Yes. And it generated with the same issue.

@Neko while this is true, this is clearly due to failure to remove the tag that allows it to rain when in certain biomes. It does not make sense for it to not rain in a technical biome, especially one designed for command and creative builds.
My testing indicates to me that they will work in any biome, but only below sea level.
About 7 months ago, I as a realms user sent a message to Mojang support asking about this issue. I was told to be patient and that the issue was being looked into by Mojang. That was, it would seem, a lie, as there has been no progress made, no communication exchanged, and no assignment given to this issue. Mojang is not fixing this, and they are not saying why.
I would not be so angry about this if at least some reason was given. If there is a financial, technical, or logistical reason this can't be fixed I can accept that. But Mojang has not communicated about it, and I've been left staring at an issue with FIFTY-SIX votes and a confirmation status of Community Consensus. So, as custom world generation becomes the future of Minecraft, I, as an avid datapack maker jumping on the bandwagon, will be looking to take my buisness to a host who will actually let me play the entire game.
