I may or may not have completely forgot about that feature, my bad lol
I managed to reproduce the bug on my own by drowning, but I can't figure out what exactly caused it to happen, because I was also being attacked by a slime.

I can confirm this bug, as it happened to my sister while drowning in water (see my image).
I can confirm that the bug is fixed on the latest preview. I'm using a PS5.
I can also confirm this only affects placable blocks. But, I did notice a few of my items that are placable did properly transfer over, like the crops or the brewing stand (see screenshots).
Just found out that all three enchantment books are accessible through the creative inventory also.
I think it's a visual bug since it relates to the bug where your health gets stuck at 19.
