confirm in 1.17 full release.
I just stumbled upon this bug while trying to replace a trader llama that seemed to have disappeared due to the mob on chunk bordered bug. Couldn't spawn a trader llama with spawn egg or commands of any kind.
First time loading my existing world since the 19w14b snapshot, loaded it into the pre-release 3, not only do chunks load much faster, faster then in 1.13 to me anyways, but all the problem chunks that never loaded outside my spawn area also now load normally. I can finally finish my server map before 1.14 comes out. Thank you Mojang.
For me, I've been having this issue ever since the 1.14 snapshots began and is still present in 19w07a, for my world it seems to be anything outside the spawn chunks rarely ever load. Sometime's I can get them to load up if I stand just at the edge of the loaded chunk and close the world and re-enter, but most of the time I cannot get them to load, which is kinda of frustrating because I've been working on this world for a server of mine in single player, and I have some projects im trying to do just slightly outside the spawn chunks... the plus side is I've now memorized where my chunk boarders are.. lol Please fix Mojang.
Edit: And for further info, the world Im working on was generated in 1.12, then upgraded to 1.13 before going into the snapshots.
Edit 2: after getting frustrated for waiting 40mins I started to spam click the "reload chunks" button (F3 + A) and after about like 10 clicks the chunk finally loaded.
Today when I tried out the snapshot in my world, I noticed the wall where I had placed frames to hold Maps was missing. I ignored it and went to check the other map wall I have a bit away, it was also missing. There is also no hit box so the frames are not invisible they are just gone.
So I thought, I'd just make some new map walls, pulled a frame out of creative and placed it on the floor, it doesn't appear, and neither does a hit box. I figure the item frame is broken so I go on with my day. I then discovered my maps floating about 100 blocks away from its original location. No frames, just floating maps in an odd stair case pattern, including the lower part stuck between two blocks. They were 100 blocks behind the wall I placed the frames on originally. Very strange. I left the floating maps there for now.
Making a copy of this world, I loaded it in pre-release 8 and the world runs fine now. Definantly a bug in pre-release 9.
Also happened in my world that i've been updating forward since 1.12. I played it perfectly this morning in 1.19 but after saving the game it will no longer open. I attempted to patch it by replacing the level.dat files which did give me access to the server until it crashed again once it loaded a specific chunk at spawn. I'm glad to see it's not only me and hopeful my world isn't corrupted.
I'm also experiencing this bug. I attempted to patch the world using level.dat files from a new one, but once I loaded a specific at spawn it crashed again.
killing the fish did solve the issue! Thank you so much! You saved my server. <3
That actually might be whats happening! I have a large aquarium at spawn! I'll try killing the fish to see if that fixes anything.
This is still an issue in pre-release 7, but I guess im the only one with this issue. I've googled for countless fixes even trying /gamerule doMobSpawning true. If anyone knows of another trick I could try to attempt to get it to naturally spawn even squids would be great.
This is also a bug in Java edition, pre-release 7. Player marker, banner markers and map placement markers are blacked out no matter where they're placed or if you create a new map.

Hello I ran some additional tests and here is my results. The World was created in 1.12, I have opened it in almost every snapshot and pre-release. I missed some of the earlier snapshots but I don't remember which.
Here are the results of some tests I did.
In the current save file I tried making a brand new map. Making a new map does not make blocks reappear. Taking the same invisible blocks and piling them on top of visible blocks makes them visible on map. Replacing blocks with the same block does not fix the issue.
I then used a saved back up of Pre-Release 4, map functioned normally. I then took this back up copy and updated it into Pre-Release 5 where the map once again broke, making certain blocks invisible again.
Re-created the world seed in Pre-release 5, and the map is still broken with certain blocks being invisible unless you stack the same blocks on top of each other.
Currently having this issue since updating to 1.9.
Can confirm in 1.17.1 release.
