Can confirm I have this issue, but not sure if it's client or server-side, as I strictly play on a server with my friends.

Hello. We, too, had this issue. The problem is that (from what I had read elsewhere) some block states and heightmaps were altered as part of technical changes in 20w17a. If you took a world created in any version or snapshot before it, and loaded it into 20w17a, then it would cause this, as well as underground rain, and it would extend to cause problems with 2x2 trees growing as well as ice forming properly. Even if you pull your world into 20w18a, it is not enough to fix it. What you must do to fix this problem is to launch 20w18a, select your world, select edit, and choose optimize world. YOU MUST CHECK THE ERASE CACHED DATA BOX or it will not fix it. If it's a server world, move it to your singleplayer, follow the previous steps, and re-upload. Our server no longer has glitchy maps, underground rain, or any of the issues mentioned in my comment. 

Actually, sometimes I go into full-on 1-block height when approaching such a gap from some angles. I'm unable to reproduce it, but it happens, and frequently, at that. Still need to test this myself for this week's snapshot

violine1101, this was happening with any world from previous versions loaded in last week's snapshot due to (if I remember reading correctly) changes in certain block data as well as heightmaps, which is why maps were acting strange, and why my ice farm was generating in weird lines. Now it's working perfectly.

Got another update! We got it FIXED! Solution is to optimize the world, but it is very important to check the "Erase cached data" box when you do it. @Scott, try this and let us know if it works!

 

Update: Running 20w18a, I attempted optimization on the world for my server (Started in 20w14a), running Windows 10, 64-bit, and the world still has the rain issue. It seems to be the same issue as the maps, as well as what is causing my ice farm to grow in weird lines, and certain blocks won't even have any rain at all. I attempted the world optimization twice now, still no dice. This bug is still present.

Can confirm this issue here on my server. However, contrary to Dawid, our breeder has this problem, and is 100% enclosed (besides the pathfinding to the beds, of course). I have noticed you can kickstart them farming again by breaking a crop for them to pick up the drops, and then they will start working the farm again. Wonder if it has something to do with loading/unloading the farm when entering or leaving the chunks?

Crazy how if you change doImmediateRespawn gamerule to true, you get to look around in the same spot with a slightly tilted camera.
