It actually doesn't apply to armor at all. Armor was not visible in 1.19.2, only Player Heads and other skulls.

Are you sure this is the typical floating sand on world generation issue though, and not that red sand has been missed from the new cave carvers? I've found numerous cases of this in this snapshot, but only so extreme when it is red sand. Normal yellow sand in the same caves seems to have been removed.

Yeah, I think it should. It's like saying why can you use diamond when you can just use the much more abundant emerald/iron/gold. It's an asthetic thing as much as anything else, plus a logical thing since the lower forms of block can be used.
