[MC-54972] "minecraft.used:minecraft.<ITEM>" doesn't increase when items are used on entities

The Bug:

"minecraft.used:minecraft.<ITEM>" doesn't increase when items are used on entities.

There are several examples of where this issue can be seen. Here is a list of some of these.

Shearing mushrooms, sheep, and snow golems.
Feeding food to entities.
Using a saddle on entities.
Using a chest on entities.
Using flint and steel to detonate a creeper.
Using buckets or bowls to milk entities.
Using fuel on a furnace minecart.
Using a dye to color the collar of a pet.
Using an iron ingot to heal an iron golem.
Using gold to barter with piglins.
Using water buckets to catch fish and axolotls.
Using name tags on entities.
Using maps on item frames.
Putting items into item frames.

Steps to Reproduce:

Create a scoreboard objective for tracking the usage of some shears and set it to display on the sidebar by using the commands provided below.

/scoreboard objectives setdisplay sidebar UseShears
```
Obtain some shears and summon a sheep.
Shear the sheep using the shears.

Observed Behavior:

The scoreboard doesn't increase.

Expected Behavior:

The scoreboard would increase.

Is this still a concern in the current Minecraft version? If so, please update the affected versions in order to best aid Mojang ensuring bugs are still valid in the latest releases/pre-releases. If this has been done, we can reopen the issue.

I have also stumbled upon this bug while creating a custom map. It would be nice if this could be fixed as you can't currently tell without it with command blocks if the player used a name tag. And there are a lot of useful features that could be added if this was possible. For instance, the ability to keep custom mob combinations intact if one of the stack is named. Also to recognize if a player named entities and how many in a puzzle game using the mechanic. As it is I'm going to have to create a custom item for a player to toss or hold to indicate they renamed an entity which is a pain. Or just replace name tags with my own custom items.

How to reproduce

Change the name of a Tag.
Type this command /scoreboard objectives add NameTagTest minecraft.used:minecraft.name_tag
Type this command /scoreboard objectives setdisplay sidebar NameTagTest
Use the Tag with a mob.

--> ❌ The scoreboard won't increase.

Can you please make the following changes:

Remove the "Using bonemeal on grass or plants counts, as does using cocoa beans on jungle wood, but using them or any other dyes on on sheep or wolves does not count." because bonemeal is no longer counted as a dye and 2 bullet points underneath you have "Dyeing a sheep/wolf/cat"
Add getting mushroom or suspicious stew from a red or brown mooshroom
Add using a golden apple to cure a zombie villager
Add equipping a chest on a donkey, mule, llama, or trader llama
On "Breaking blocks such as leaves and tall grass by left-clicking with shears is counted as using the item, but shearing sheep or mooshrooms with right-click is not." could you also add shearing the head off of a snow golem
For "Using wheat_seeds on farmland to plant them counts, but feeding them to a chicken does not." also add parrots
Add using a water bucket to catch a cod, salmon, pufferfish, or tropical fish
