The Bug:
"minecraft.used:minecraft.<ITEM>" doesn't increase when items are used on entities.
There are several examples of where this issue can be seen. Here is a list of some of these.
Shearing mushrooms, sheep, and snow golems.
Feeding food to entities.
Using a saddle on entities.
Using a chest on entities.
Using flint and steel to detonate a creeper.
Using buckets or bowls to milk entities.
Using fuel on a furnace minecart.
Using a dye to color the collar of a pet.
Using an iron ingot to heal an iron golem.
Using gold to barter with piglins.
Using water buckets to catch fish and axolotls.
Using name tags on entities.
Using maps on item frames.
Putting items into item frames.
Steps to Reproduce:
Create a scoreboard objective for tracking the usage of some shears and set it to display on the sidebar by using the commands provided below.
/scoreboard objectives add UseShears minecraft.used:minecraft.shears
/scoreboard objectives setdisplay sidebar UseShears
Obtain some shears and summon a sheep.
Shear the sheep using the shears.
Observed Behavior:
The scoreboard doesn't increase.
Expected Behavior:
The scoreboard would increase.

I've substantially overhauled this ticket to absorb the unaddressed cases left over from MC-31047, broadening it to expose the underlying issue.
I'd like to request ownership of this ticket since the reporter has been inactive for over a year. I'm willing to provide all of the appropriate information and will keep this ticket updated.
This issue also affects placing wolf armor onto wolves and shearing wolf armor off of wolves in Minecraft 23w51b.
Is this still a concern in the current Minecraft version? If so, please update the affected versions in order to best aid Mojang ensuring bugs are still valid in the latest releases/pre-releases. If this has been done, we can reopen the issue.
