The Shulker Box uses the Shulker's (The Entity) as the texture, instead of using the block textures folder.
I edited the Shulker's texture, and it changed both the Shulker Box's model and the Shulker's.

Screenshots and a resourcepack that contains ONLY a modified shulker-texture for the BLUE shulker-entity (plus of course the pack.png & pack.mcmeta) attached.
When you use the resourcepack, you will see that not only the shulker-entity will have a large white "S" on the top (and a "?" at its bottom), but also the shulker box!
Ö.ö really "works as intended"?
It'd be great if they were separate so we could have in theory two times the amount of "building blocks", optically.
If it's not possible code-wise, I can understand it.
If I had to guess why it's WAI, probably it's because the shulker box is created from the shell of the shulker itself, so it's literally the same shell.
That should not be WAI. Shulker is different thing than shulker box. It should use the same texture, but not the same source of texture. Reopen please. Disabling different textures with texturepack to those two things is unfounded.
They are forced linked together on purpose. The alternative is just removing the different skins from the Shulkers themselves.
The same also happens with heads, they use the skeleton/wither skeleton/zombie/creeper/ender dragon/steve/player skin, not a seperate texture.
Can you please provide a resource pack?
