[MC-110531] Eye of ender item up and down

If eye of ender currently unusable, the item will up and down.

Occurred in:

Strongholds = No.
When you are in the End.
When you are in the Nether.
When you are in the Void world.

MC-107185 refers to a player's speed was slowed down.
This ticket means that you can use the eye of ender in an invalid place.
MC-124915 is more like an exacerbation version of this ticket.
