[MC-129576] Dolphin's grace combined with depth strider makes you swim extremely fast

The bug

When you swim with the Dolphin's grace effect while wearing boots with depth strider, you swim super fast (faster than fireworks combined with elytra). This is probably caused by the fact that Dolphin's grace multiplies your swim speed.

Even if this does get fixed, you can still fast travel using riptide combined with dolphin's grace to get a similar effect.

If dolphin increases speed, then being combined with depth strider multiples even more. I doubt that it will not be resolved as WAI.

Not only you become very fast with dolphin's grace and depth strider, but adding soul speed makes you extremely FAST! So I decided to add soul speed to this ticket.

This should've been reported as a bug to begin with, unless effect stacking isn't something this game should have.
