[MC-154097] The roofs of pillager outposts are asymmetrical

The Bug:

The roofs of pillager outposts are asymmetrical.

Steps to Reproduce:

Summon a pillager outpost by using the command provided below.
```
/place structure minecraft:pillager_outpost
```
Observe all four corners of the roof (near where the torches are located) and check if the roof is fully symmetrical.

Observed Behavior:

The roofs of pillager outposts are asymmetrical.

Expected Behavior:

The roofs of pillager outposts would be symmetrical.

@@unknown, there are already enough screenshots in the Bedrock version of the ticket, and there is already a separate ticket for the Bedrock version, so the screenshots for the non-Java version have been removed.

Because @unknown hasn't done anything on this report (or Mojira for that matter) since 2021; they're not keeping this up to date, so the reporter gets changed to someone who will.

Why is the field called the "reporter" then? @Avoma did not report the bug. If there is necessarily a "maintainer" role, then it should be a separate field.
